New Citizenship by Investment Unit Bill of St. Kitts and Nevis

On Tuesday, March 26, 2024, the first reading of the Citizenship by Investment Unit Bill took place. Saint Kitts and Nevis. This is a “BILL to create an Investor Citizenship Unit for Saint Kitts and Nevis as a corporate entity and for related matters.”

A new Citizenship by Investment Unit will replace the current one. This corporate entity will have perpetual succession and a common seal, allowing it to sue and be sued.

The unit will have a CEO, a Chief Financial Officer, and a Director of Due Diligence and Anti-Money Laundering Compliance. Additionally, it will employ a Marketing Director and other staff members.

The new Citizenship by Investment Unit of Saint Kitts and Nevis will follow the global Citizenship by Investment industry trends. It will maintain adequate records. Another legal stipulation is that an annual independent external audit of the Unit's operations will be performed.

The Official Vision

The Prime Minister of Saint Kitts and Nevis, The Honorable Dr. Terrance Drew presented the bill. He referenced the wishes of the Financial Action Task Force. FATF, along with the Organisation for Economic Co-operation and Development OECD.

Dr. Drew stated: “CBI jurisdictions should consider designating a specific government agency, state corporation, or specialized operational unit that has full responsibility for safely operating an investment migration program daily and is subject to effective oversight.”

Recognizing the status of Saint Kitts and Nevis Citizenship by Investment, as the oldest program in the world, Dr. Drew continued, “This is a natural evolution of professionalizing a 40-year-old program, Madam President.”
